Why did they necessarily need to drop the Power Ring angle and go with another Green Lantern? Well, they did so because they felt it was the ultimate sign of character evolution.
The Power Ring angle was innovative and fresh. She was already a Justice League member as Power Ring. The question could especially be applies to Jessica. The question could be asked for each Lantern they've ever created after Hal. Sure, they could create an alien equivalent of that predicament, but it wouldn't resonate as much with readers as this actual event that many can relate to does. When I said he had a certain "background" they wanted for a hero, I also meant how he is a Muslim who faced harsh discrimination during post-9/11 United States. They likely created the plot to fit the character rather than create the character to fit the plot. I don't think it was about his role in the plot at the time as much as the characterization they wanted to realize. Simon's unique, and his origin makes him sympathize-able.
Perhaps, the writers wanted that ability introduced and the best way to do that was to create a new character who's will was strong enough to do that - as opposed to making a character with a 20-40 year publication history suddenly able to do this for the first time. He's also the first GL who was able to heal others with his ring, something that was before thought impossible. He wasn't always a lawful man, but he was a good man. Simon brings with him a new personality and new background and upbringing to the GCL. I'm sure they wanted someone fresh so that they could bring in fans. And John's popularity is at a fairly neutral level. Guy didn't have the fan base to support the role. Hal was going through a crisis and wasn't even a proper GL at the time of the plot point that introduced him.
